Duties and functions of the Deputy Commissioner

 

Revenue Administration and Management:

1) Control, supervision and monitoring of the activities of the district revenue offices;

District Magistrates and Executive Magistrates:

1) To exercise all the powers and perform the duties and responsibilities of the District Magistrate and the Executive Magistrate as per the Penal Code of 180 and the Criminal Procedure Code of 1898;

2) Exercise all powers and perform duties and responsibilities related to district magistrates and executive magistrates in accordance with the Police Act of 181 and the Police Regulations of 1943;

3) Exercise all powers and perform duties and responsibilities related to District Magistrate and Executive Magistrate as per Jail Code;

4) Operation of mobile quotes as per Mobile Quotes Act, 2009;

5) the power to issue evening laws under the Special Powers Act, 1984;

6) Exercise of powers and discharge of duties and responsibilities in accordance with all minor acts;

6) Supervision and supervision of the magisterial functions of additional district magistrates and executive magistrates;

6) Sending reports on executive magistracy to the government;

9) Activities related to withdrawal of political and harassment cases;

Public order and public safety:

1) Provision of public order during emergencies like riots, strikes, political tensions, labor unrest, etc.;

2) to take action in accordance with Section 144 of the Criminal Procedure Code of 1898 to maintain peace and order between the parties to the dispute;

3) Hooliganism, tout, counter-terrorism and control of smuggling, drug trafficking, etc .;

4) Detention order in accordance with the Special Powers Act, 1974;

5) Activities related to recovery of possession of government property (land, building, etc.);

6) Prevention of acid abuse;

6) control of drug abuse;

6) Prevention of violence against women and children;

9) Prevention of child marriage;

10) Dowry restraint;

11) Suppression of militancy;

12) Prevention of trafficking in women and children;

13) Prevention of smuggling;

14) Control of hundi business;

15) Prevention of circulation of counterfeit notes;

18) Prevention of sexual harassment (eve-teasing).

 

Law and order:

1) General control over the police department in crime suppression activities under the Police Act of 181 and the Police Regulations of 1943;

2) Acting as the chairman of the district law and order committee;

3) Take effective measures to reduce crime;

4) to take effective measures to suppress serious crimes;

5) To bring relief to the public life by maintaining overall law and order in the district;

6) Concern in the emergence of special law and order situation Conducting meetings of the extended law and order committee comprising of senior officers and eminent persons and taking effective measures;

6) To send proposals for setting up new police stations, investigation centers and police outposts to maintain law and order; And

7) Sending immediate report to the government to draw immediate attention to special situations, deaths, accidents, disasters, etc. related to law and order.

Prison cell:

1) Supervision of prison activities in accordance with the prison code;

2) Regular inspection and inspection of districts;

3) Processing of proposals for recruitment of private prison visitors;

4) Granted division in the jail of convicted prisoners and convicts;

5) Ensuring the provision of food to the inmates according to their availability;

6) Taking steps for the welfare of prisoners;

6) Permission to meet people in detention.

 

Tourism:

1) To take necessary steps to maintain law and order in the existing tourist spots;

2) To take initiative to preserve the environment including maintaining the aesthetic beauty of the existing tourist spots;

3) To take initiative for the safety of the incoming tourists of the existing tourist spots;

4) Creation of local tourism opportunities in the district by utilizing the natural environment;

5) Motivation of private entrepreneurs to invest in the tourism sector;

6) Sending proposals to the government for the creation of tourism facilities.

 

Firearms control:

1) To take action in accordance with the Firearms Act of 18;

2) Licensing, renewal, cancellation and reinstatement of all types of firearms;

3) Preparation and updating of computerized database of legitimate firearms dealers and shop owners;

4) Prepare computerized database of licensees / proprietors of all types of legal firearms and update them regularly.

 

State Confidentiality:

1) Security related functions of His Excellency the President and Hon'ble Prime Minister;

2) Activities related to war pamphlets;

3) Preservation of cipher and de-cipher related books and taking action according to received cipher messages;

4) Sending reports on the safe custody of confidential books;

5) Processing of highly confidential matters under the Official Secrets Act, 1923; And

6) Security supervision of KPIs.

 

Confidential Report:

1) Sending fortnightly confidential report on the overall condition of the district to the government;

2) Sending confidential reports on special political situations to the government;

3) Sending confidential reports of special events;

4) Sending confidential reports on special law and order situation.

 

Treasury and Stamps:

1) Conducting treasury activities in accordance with the Treasury Rules and Subsidiary Rules framed in 1956;

2) Regular treasury verification;

3) Temporary custody of public examination question papers, confidential papers, very valuable and sensitive and archeological evidence;

4) Stamp management in accordance with the Stamp Act of 1899;

5) Activities related to granting, renewal and cancellation of stamp, vendor license;

6) Arrangement of availability and sale of stamps received from the government;

6) Provision and sale of postage stamps and other stamps / stamps received from the government;

6) Sending reports on the availability and sale of stamps and postage stamps;

9) To take initiative to destroy obsolete and canceled stamps and postage stamps.

 

Anti-Corruption:

1) To provide assistance to the Anti-Corruption Commission in preventing corruption;

Public Motivation:

3) Informing the public about the new government programs and motivating the people to implement the programs.

 

License:

1) Issuance, renewal and cancellation of dealing licenses of consumer goods and CI sheets, cement, cigarettes, gold, iron, steel, etc .;

2) Issuance, renewal and revocation of licenses for toxic substances, explosives, drugs and alcohol, money lending, brick kilns, motor driving, cinema halls, hotels and restaurants, etc .;

3) Issuance of ‘No Objection Certificates’ required by various organizations;

4) Issuance, renewal and revocation of licenses under the Sarai Act, Acid (Transfer, Preservation and Marketing) Act;

5) Licensing, renewal and cancellation of daily necessities such as sugar, salt, etc .;

7) If necessary, appoint other dealers including TCB.

 

Liberation War Matters:

1) Assistance in enlistment of freedom fighters;

2) Welfare of the family members of the martyred freedom fighters;

3) Welfare of war wounded freedom fighters and other freedom fighters and their family members;

4) State of the Freedom Fighters: Ensuring the presence of government representatives at funerals / funerals with dignity, providing financial assistance if necessary;

5) Supervise the distribution of honorarium allowances to the freedom fighters;

6) To take steps to identify and preserve the places where the memory of the freedom fighters is intertwined;

6) Cooperation in the election of Muktijoddha Command Council.

 

Acquisition and possession of property:

1) Acquisition and acquisition of land, buildings, vehicles etc. in the public interest;

Selection:

1) Performing the duties assigned to the Jatiya Sangsad and local government bodies as per the instructions of the Election Commission;

2) Supervision of preparation and updating of voter list;

3) Supervision of preparation and updating of national identity card;

4) Determining and redefining constituencies in accordance with government guidelines;

5) Appointment of Executive Magistrates to suppress election offenses for the smooth conduct of elections to the National Assembly and local government bodies; and

6) To perform any other duties assigned by the Election Commission from time to time.

 

Border issues:

1) BOP and check post inspection and supervision of border areas;

2) To take effective steps for the preservation and reform of international border pillars;

3) control of certain economic and social activities by the government in certain areas of the border;

4) To take effective measures to stop the infiltration of miscreants in the border areas;

5) To take effective measures in conducting anti-smuggling operations in the border areas;

6) Acting as the Chairman of the District Smuggling Taskforce Committee and taking effective measures to prevent smuggling;

6) Acting as the chairman of the District Smuggling Prevention Coordination Committee and taking effective measures to curb smuggling;

6) to communicate with the concerned opponents of the border countries if necessary;

9) To take initiative to organize a joint border conference and to participate in the conference as a team leader

10) Operation and management of designated border hats;

 

Statistics

1) To provide necessary assistance for the smooth and proper conduct of the census; And

2) To provide necessary assistance for the proper and proper execution of special censuses such as agricultural census, health census, education census, social security best census etc.

 

Disaster Management:

1) Disaster management, disaster and post-disaster management and relief and rehabilitation activities in accordance with the instructions given through the Famine Code, Standing Orders on Disaster and Policies and notifications, circulars, orders, memoranda etc. issued at different times;

2) Acting as the chairperson of the district committees on relief and rehabilitation and disaster management;

3) Immediate post-disaster inspection / inspection of disaster affected areas;

4) Conduct general (food and cash) relief and provide test relief;

5) Sustainable implementation of Kabikha / Kabita / Rural Infrastructure Maintenance Program;

6) Proper implementation of VGF / VGD program;

6) Supervision and monitoring of any other relief and rehabilitation and disaster management social security programs adopted by the Government from time to time.

 

Food:

1) Provide assistance in food grain collection;

2) Assistance in storage of food grains;

3) To take necessary steps to keep the price of food grains stable;

4) provide assistance to build food security;

5) Annual verification of food warehouses and appointment of executive magistrates as required;

6) Licensing of essential food items;

6) Operation of mobile coat to prevent adulteration in food;

6) Appointment of dealers for sale of food grains through open market food sales program (OMS) and fair price card and supervision and monitoring of food sales activities.

 

Ansar and VDP:

1) Coordinating and supervising the activities of Ansar and VDP;

2) Security of important installations by Ansar;

3) To take initiative to appoint Ansar as per the need to maintain overall law and order;

4) To take initiative to engage the village Ansar (male and female) team in village law and order, social welfare, disaster management and development activities;

5) To take initiative to appoint Ansar in the provision of public safety before, during and after the disaster.

 

 

Civil Defense:

1) Establishment of Civil Defense Control Room in case of state emergency;

2) Supervision of warden posts under normal circumstances;

3) Arrangements for conducting regular civil defense training programs;

4) Celebrate Civil Defense Week every year.

 

 

Labor matters:

1) To take measures for the welfare of the workers as per the labor law;

2) To play a role in compensating the workers who died / injured while working;

3) Mitigation and control of workers' dissatisfaction;

4) To take remedial measures to stop industrial and other illegal labor;

5) To play a role in increasing mutual trust and confidence between both the employer and the worker.

Social Security Bestani:

1) Supervision and coordination of distribution of allowances for freedom fighters, disabled, widow / husband abandoned, elderly etc.;

2) Acting as chairman of various committees related to public and private orphanages, children's homes, children's homes, etc. and hospital patient welfare, supervising and coordinating activities;

3) Celebrating the day of the elderly and taking various activities for the welfare of the elderly;

4) Expansion of education and other welfare activities for the disabled;

5) Education for autistic children And other welfare activities;

6) Supervise and coordinate the selection and distribution of grants to increase social awareness and the success / assistance of various social activities;

6) Provide grants / assistance to men and women victims of acid attacks;

6) Acting as the President of the development program adopted for urban areas;

9) Acting as the chairman of the admission committee in the district orphanage;

10) To provide assistance for the implementation of various social security programs adopted by various ministries / departments (currently 21) from the development / underdevelopment sector in social security and poverty alleviation.

 

Family planning

1) Acting as the Chairman of the District Family Planning Committee;

2) Supervision and coordination of the functions of the Maternal and Child Health Center;

3) Assist in the implementation of family planning motivation programs;

4) Assistance in construction of family welfare centers and inspection of under construction centers to ensure construction of quality family welfare centers; And

5) Assistance in the implementation of the activities of the Family Welfare Center.

 

Pensions and rewards

1) Prompt processing of pensions and rewards of retired employees;

2) expeditious processing of applications for joint insurance and welfare funds of deceased employees;

3) Processing of applications for financial assistance against the medical expenses of the employees;

4) Preparation of quarterly (January-March, April-June, July-September and October-December) lists of PRL employees at the beginning of the year [Post Retirement Leave (PRL)] and PRL approval at the scheduled time.

 

State:

1) Tour coordination of VVIPs and VIPs;

2) Arrangement of hospitality, accommodation and transportation of VVIPs and VIPs during their visit to the district;

3) Coordination of security, house guard and police escort system during VVIPs and VIPs' district visits;

4) Organizing meetings of VVIPs and VIPs;

5) Preservation of circuit houses, post bungalows, rest houses etc. for night stay of VVIPs and VIPs and management of circuit houses; and

6) Combining ticket reservation for airplane, rail, steamer, launch, bus etc. for travel of VVIPs and VIPs.

 

Transportation and communication:

1) Public and private vehicles in the public interest;

2) Rationing / control of petroleum, oil and lubricant sales if required;

3) Rationing / control of gas sales at gas (CNG) stations if required;

4) Acting as the President of the Regional Transport Authority and performing its functions;

5) Approval of route permit issue for movement of vehicles within the district under the Regional Transport Authority;

6) Approval of driving license issue under the Regional Transport Authority;

6) Operation of mobile coats as per Motor Vehicles Ordinance 1983; And

6) Ensuring safe roads.

 

District Transport Pool:

1) Maintenance of district pool vehicles;

2) Establishment of employees working in district pools;

3) Provision of vehicles in the public interest by appealing to other government / semi-government / autonomous bodies subject to written request and payment of fuel and other incidental expenses;

4) Supply of vehicles in case of urgent need such as disaster, epidemic, major accident etc. by appealing to the concerned authorities.

 

Education:

A) Primary mass education:

1) Supervise the primary school admission activities of all children suitable for schooling;

2) Taking, supervising and coordinating the smooth admission test of primary level in different government and private schools;

3) Supervision of dropout prevention activities of students enrolled in primary schools;

4) Supervise and coordinate free textbook distribution program among primary level students within the stipulated time;

5) The 5th class final examination is properly conducted, supervised and coordinated;

6) Inspection of primary schools and sending reports to the government;

6) Management of mobile quotes against printing, publishing and sale of note books / guide books of primary level text books as per Note-Books (Prohibition) Act, 1980;

6) Supervision of proper distribution of stipends to primary school students;

9) The best primary teacher in the district. Acting as the Chairman of the Selection Committee in the category of Best Primary School etc.;

10) To fulfill the responsibilities given by the government regarding the appointment of teachers in government primary schools;

11) Supervise and coordinate the formation of club teams in all primary schools;

12) Supervision of illiteracy eradication activities through mass education and adult education activities;

13) Supervision of proper implementation of construction, repair, renovation etc. activities of primary schools;

14) Encouragement and initiative to set up new primary schools in backward areas; And

15) To take initiative to set up new test centers if necessary.

B. Secondary:

1) Admission test in various government and private secondary schools, proper management supervision and coordination;

2) Supervision of dropout prevention programs for students enrolled in secondary schools;

3) Supervision and coordination of free textbook distribution program among secondary level students within the stipulated time;

4) Proper conduct, supervision and coordination of JSC and JDC and SSC and equivalent examinations in a duplicate and corruption free environment;

5) Inspection of secondary schools and sending reports to the government;

6) Conducting mobile quotes against printing, publishing and selling of note books / guide books of secondary level text books as per Note-Books (Prohibition) Act, 1980;

6) Supervision of fair distribution of stipends among secondary school students;

6) Scout and girls guide team formed in all secondary schools Program supervision and coordination

9) Supervision of proper implementation of construction, repair, renovation etc. activities of secondary schools;

10) Taking necessary steps to improve the quality of education;

11) Encouragement to take co-curricular activities in schools;

12) To maintain law and order in the examination center;

13) Management and operation of private Dakhil Madrasas in accordance with the regulations of Bangladesh Madrasa Education Board;

14) Management and operation of private lower secondary and secondary educational institutions in accordance with the regulations of various education boards;

15) Supervision and coordination of activities of Government Secondary Schools and Government Dakhil Madrasas;

18) To encourage the establishment of libraries in every secondary school and to encourage the authorities and students to use the existing libraries;

18) Taking anti-drug committees in all secondary level schools / madrasas and keeping students informed about the evils of drugs;

18. Encouragement and initiative to set up new schools in backward areas;

19. To take initiative to set up new test centers if necessary.

C. Higher education:

1) Supervision and coordination of taking fair admission test in various government and private colleges;

2) Supervision and coordination of HSC and equivalent and undergraduate (honors) and postgraduate examinations under the National University in a duplicate and corruption free environment;

3) Maintaining law and order in the examination center;

4) Management of mobile quotes against printing, publishing and selling of note books / guide books of higher secondary level text books as per Note-Books (Prohibition) Act, 1980;

5) Supervision of fair distribution of stipends among higher secondary level students;

6) take necessary steps to improve the quality of education;

6) Management and operation of private Alim and above level madrasas in accordance with the regulations of Bangladesh Madrasa Education Board;

6) Management and operation of private colleges in accordance with the regulations of various education boards;

9) Coordinating the activities of government colleges and government scholars and madrasas of higher level;

10) Motivation to take co-curricular activities in colleges;

11) Supervision and coordination of BNCC and Rover Scouts formation program in all colleges;

12) To encourage the establishment of libraries in every college and to encourage the authorities and students to use the existing libraries;

13. If private universities are not run in accordance with government laws / rules / policies, to send a report to the government;

14) Adopting anti-drug committees in all universities / colleges / madrasas and keeping students informed about the evils of drugs;

15. To take effective steps to prevent any anti-state activities in educational institutions;

17) Encouragement and initiative to set up new colleges in backward areas; And

18) To take initiative to set up new test centers if necessary;

 

Civic entertainment

1) Licensing and other relevant activities under the Cinematograph Act of 1918;

2) Operation of mobile quotes under the Cinematograph Act of 1918;

3) control the tendency to avoid entertainment tax;

4) Visit existing recreational areas and take initiatives to ensure safe and clean entertainment;

5) Create new safe and clean entertainment opportunities for the public;

6) Permission to conduct tours, circus exhibitions, plays, etc. in accordance with the existing laws / ordinances / rules / policies / circulars / circulars only;

6) To allow fairs in agriculture, trade, industry, etc. in accordance with existing laws / rules / policies / circulars;

6) Strictly control subculture and pornographic entertainment;

9) Assist in the promotion of indigenous culture and healthy entertainment; And

10) Control, supervision and monitoring of cable TV operation in accordance with the Cable Television Network Management Act-2006.

 

Minorities:

1) Implementation of government policies for the welfare of small ethnic groups;

2) Supervision and coordination of smooth implementation of development projects undertaken by the government for small ethnic groups;

3) Development and welfare of small ethnic groups living in the Chittagong Hill Tracts as per the Chittagong Hill Tracts Regulations 1900 and the Chittagong Hill Tracts Rules 1900; And

4) Issuance of certificates of small ethnic groups including hill districts.

 

Inter-departmental coordination:

1) Acting as the chief coordinator of the district;

2) Coordination of inter-departmental activities of the district;

3) Acting as the chairman of various inter-departmental committees constituted by the government.

 

Deputy Commissioner Installation:

1) Establishment of officers and employees of the Deputy Commissioner's Office and its subordinate offices and processing of financial matters, disposal and, if necessary, progress with the higher authorities;

2) Installation of front desk;

3) To take necessary disciplinary action against the officers and employees of the Deputy Commissioner's Office and subordinate offices;

4) Writing the annual confidential report of the officers;

5) Distribution among the officers;

6) Maintenance and development of circuit house and circuit house premises;

6) Steps for the welfare of the officers and employees of the Deputy Commissioner's Office and its subordinate offices;

9) Various functions given by other Ministries / Divisions / Constitutional Authorities such as Passport, Expatriate Welfare, Election, BCS Examination etc.

 

Human Resource Development:

1) In-service training of BCS (Administration) cadre trainee officers and arrangement of case annotations;

2) The aim is to increase the efficiency of BCS (Administration) cadre officers To take initiative to provide computer technology and other training in different training institutes of the country;

3) Motivation of BCS (Administration) cadre officers to pursue higher education at home and abroad with a view to increasing the scope and excellence of knowledge;

4) To take steps to provide computer technology and other training in various training institutes to increase the efficiency of the employees of the Deputy Commissioner's Office and its subordinate offices;

5) Provide and motivate similar training for the officers and employees of other departments working in the district;

 

 

Complaint hearing and investigation:

1) To hear the grievances of the local people on a pre-determined day of the week and take action accordingly;

2) Investigate the written complaint received following the legal procedure and take action accordingly

3) Conduct investigation and send reports of allegations made by various ministries / departments.

 

Local Government:

1) Conducting oath of Union Parishad Chairmen;

2) Honoring the Chairman and members of the Union Parishad;

3) Processing of allegations raised against the Chairman and members of the Union Parishad;

4) Processing of removal proposal of Union Parishad Chairman and members;

5) Appointment of Union Parishad Secretary;

6) All the functions related to the establishment of Union Parishad Secretaries;

6) Payment of government portion of Union Parishad employees' salaries;

6) Providing uniforms to Union Parishad Dafadars and Chowkidars;

9) Union Parishad budget approval;

10) Union Parishad approves income tax proposal;

11) Disposal, supervision and monitoring of Union Parishad audit objections;

12) Arranging training for Union Parishad Chairman, members and employees;

13. Overall supervision and monitoring of the activities of the Union Parishad;

14) Site selection processing for construction of Union Complex;

15. Settlement of inter-union boundary disputes;

18. Supervision of birth and death registration activities of Union Parishad and Municipality

18) Inspection and demonstration of Union Parishad, Upazila Parishad and Municipality;

1) Ensuring the religious rights of followers of all religions;
